Dr. P.D. Vaghela joined as Chairman, Telecom Regulatory Authority of India (TRAI) on 1st October, 2020. Prior to joining TRAI, Dr.Vaghela was Secretary, Department of Pharmaceuticals, Ministry of Chemicals & Fertilizers. Dr.Vaghela had graduated in Commerce in the year 1982. He did his M.B.A (Master of Business Administration) with specialization in Financial Management in 1984 and also obtained M.A in Development Studies (Public Policy & Management) from the Institute of Social Studies, the Hague in the Netherlands in the year 2005. He was decorated with a Doctorate in the year 2013 in Public Management and Policy by Sardar Patel University, Anand, Gujarat.

He joined Indian Administrative Service [IAS] in 1986. He has held various assignments starting from District level to State level, during which he had won a number of awards for excellence as best Collector & District Magistrate & District Development Officer. In his assignment as Chairman, Kandla Port (2008-2013), the port was awarded as the best port for five years of his tenure. He worked as Chief Commissioner of Sales Tax, in Gujarat, during which period he has played a major role in drafting GST law, its rules and fixing GST rates of goods and services as Convener of national level GST Law and GST Fitment Committees. He was closely involved in the GST implementation at national level as a key member of GST Implementation Committee.
As Secretary Pharmaceuticals, he has launched four ambitious schemes to transform the sector. He also worked as Convenor of Empowered Group 3 (now EG2) which handled availability of critical medical supplies like PPE, N-95, Ventilators and testing kits. Today India is exporting these items for which India was otherwise dependent on imports during pre-covid time.
In May, 2018 Dr. Vaghela was honoured by Hon’ble Prime Minister of India for excellence in Public Administration while appreciating his contribution in implementation of GST in India.

Shri Jishnu Barua is a former IAS Officer, who had joined the Indian Administrative Service (IAS) in 1988 and allocated the Assam-Meghalaya cadre, his home cadre. In his service career in the State Government of Assam, Shri Barua had served in several capacities in the field such as Deputy Commissioner of districts (1994-1997), Managing Director, Assam Industrial Development Corporation (AIDC) in 1997-2001, Commissioner & Secretary, Personnel, Home & Political Departments (2007-2012), etc. He had also been on Central Deputation earlier from 2001-2006 and had during that period, served as Private Secretary to Union Minister of State for Commerce, Statistics and Programme Implementation etc., and later as Director (Police) in the Ministry of Home Affairs, Government of India.

He was on Central Deputation again from 2014 to 2017 and posted as Joint Secretary, Department of Personnel & Training (DOPT) in the Ministry of Personnel, Public Grievances & Pensions, Government of India looking after Vigilance, Training and Service matters.
Upon returning to Assam, Shri Barua was posted as Principal Secretary to Government of Assam, Power Department during which also served as Chairman of Distribution, Generation and Transmission Companies under the State Government. Thereafter, he took over as Additional Chief Secretary, Home & Revenue Department. Shri Barua was elevated to the post of Chief Secretary to the Government of Assam on 31st October, 2020. He also held additional charge as Chairman, Assam Power Distribution Company Ltd (APDCL). Shri Jishnu Barua superannuated from service as Chief Secretary on 31st August 2022 and was thereafter re-employed as Chairman, Assam Power Distribution Company. He joined as Chairperson CERC on 2nd March 2023.
Shri Barua had served in the Power Sector in Assam over two stints i.e. 2017-2018 and June 2021 till February 2023. He was Principal Secretary, Power and Chairman, APDCL in 2017-2018 when APDCL made history by recording collection efficiency in excess of 100% for the first time. In that year, against revenue demand of Rs.4759.45 Crore, Rs.4883.90 Crore was realized with collection efficiency of 102.61%. With better collection efficiency, AT&C losses for that year came down to 15.71% against UDAY target of 17.75% for the FY 2017-18.
During his second stint as Chairman, APDCL in FY 2021-22, the collection efficiency exceeded 100% for the second time in the Company’s history. In the FY 2021-22, Rs.6294.81 Crore was collected against demand of Rs.6083.55 Crore during the year with collection efficiency of 103.47% and AT&C losses been 16.95%. The improvement in revenue collection was possible due to special focus on revenue collection, proper indexing of consumers to appropriate distribution transformers, use of artificial intelligence for meter reading, aggressive monitoring through a dedicated WhatsApp group for revenue collection, continuous micro and detailed analysis of collection and billing data, installation of smart meters in urban areas, deploying revenue collection agents (also known as Easy Pay Agent) in remote areas etc.
A post-graduate in History from St. Stephen’s College, University of Delhi, Shri Barua had also attended the 46th Course on Strategic and Defence Studies at the National Defence College (NDC) in 2006. He was awarded an M Phil Degree by University of Madras for his thesis at NDC.

Shri Singh has dealt with policy formulation, budgeting, implementation, monitoring & coordination, personnel management,and service delivery aspects of Public Administration at the State Govt. (24 years) &Central Govt. (8 years) levels in India. In addition, Shri Singh has worked as Sr. Advisor for 3 years in a Multilateral Development Institution (World Bank) at the Board level at Washington DC.

With nearly thirty seven years of experience behind him in coal, oil, power and renewable resources, D. Radhakrishna is a well-known authority on every aspect of energy field. He worked for MPSEB, Adanis and Advisor to many private companies Sugar industries Co Gen Plants all across the country before joining as Chairman Tripura Electricity Regulatory Commission, Agartala.

He was Advisor to The Bombay Chamber of Commerce, Bihar Industries Association, Telengana and Andhra Pradesh Industries Association and also associated with All India Power Engineers Federation.
He writes regularly on power sector policies in English, Hindi and Regional language publication, besides speaking his mind at several public podiums on sensitive issues related to power tariff design and the evolving regulatory regime. He is one of few Engineers who were given Charge of Chairman of Regulatory Commission.

Shri M. Chandrasekar Chandrasekar is an Engineering (Hons) Graduate in Electrical and Electronics from 1983 batch of PSG College of Technology, Coimbatore of Tamil Nadu. He joined Tamil Nadu Generation and Distribution Corporation Ltd. (TANGEDCO- formerly known as Tamil Nadu Electricity Board) in 1985. He has more than 34 years of wide-ranging experience in TANGEDCO with distinguished academic career. He was Director (Generation) when he laid down his office in TANGEDCO in 2019 on account of superannuation.

He has taken vide range of measures to cut the cost of production of Thermal Power and improve the efficiency of Thermal Plants during his tenure as Director (Generation) in TANGEDCO.

Dr. (Mrs.) Sangeeta Verma, Member, CCI |
Dr. (Mrs.) Sangeeta Verma joined the Competition Commission of India as Member on 24th December, 2018. Dr. Verma is from the 1981 batch of the Indian Economic Service (IES). She has wide-ranging experience of over three decades in government, both central and state, as an economist, administrator, regulator, and policymaker, and has served the government in several sectors of the economy, including consumer affairs, industry, agriculture, power, and women and child development.

Dr. Verma superannuated as Principal Adviser to the Government of India in the Department of Consumer Affairs, where she was responsible for the administration of the Essential Commodities Act and the Consumer Protection Act, as well as for advising the government on various consumer protection interventions. She oversaw the introduction and successful implementation of the Price Stabilisation Fund — a complex scheme for the timely purchase and disbursal of pulses, which benefitted consumers by moderating pulse prices. It also benefitted farmers through assured procurement at government-declared prices. As Principal Adviser in the Department of Industrial Policy and Promotion (now DPIIT), Government of India, she advised on trade and fiscal policy. In the Department of Agriculture, Cooperation & Farmers Welfare, she oversaw national crop production estimates and advised on policy relating to the pricing of agricultural produce (MSP). In the power sector, Dr. Verma served as Secretary, U. P. State Electricity Regulatory Commission (UPERC), and Economic Adviser with the Central Electricity Authority, Ministry of Power. During her term as Secretary, the UPERC made several regulations bringing reforms to the state electricity sector. It also finalised the licencing and tariff regulations for all licensees. Dr. Verma also served as Member of the Appellate Authority for Industrial and Financial Reconstruction, which adjudicated on appeals against orders of the erstwhile Board for Industrial Financial Reconstruction (BIFR).
Dr. Verma graduated in Economics (Hons.) from Lady Shri Ram College for Women, Delhi University. She has an M. A. in Economics from the Delhi School of Economics. She also has a Master’s degree in Rural Social Development from the University of Reading (UK). She obtained a PhD in Economics from Lucknow University.

Shri, M. D. Ravi, joined the Karnataka Electricity Regulatory Commission (KERC) as a Member on 13th March, 2019 after serving for more than 34 years in the Power sector including about 9 years of service in the Energy Department, Government of Karnataka. He acquired the Post-Graduation in Commerce from Bangalore University and initially started his career as Lecturer in a College and later on joined the then Karnataka Electricity Board (KEB) in May, 1985 as Probationary Assistant Accounts Officer and worked in various capacities for about 9 years in Energy Department, GoK.

During his service, he has worked in Finance, Revenue, Tariff, and Accounts and worked in the Regulatory Wing of Karnataka Power Transmission Corporation Ltd. (KPTCL-Corporate Office) from January, 2000 and served for about seven years mainly focusing on Regulatory matters like drafting Tariff Filings, preparing draft regulations, interacting with State Commission for getting its approval on various issues/subjects apart from handling CERC matters. Since the inception of the Regulatory Framework in the State, worked in the regulatory wing.
From 2010 and onwards worked in Energy Department, GoK, handling various issues such as preparation of Annual Budget Estimates for the power sector, drafting Annual Plan of Power Sector, implementation of approved Budget programmes, and monitoring of release of Budget Funds. Also worked as Nodal Officer for implementation of Financial Restructuring Plan (RFP), and also State Nodal Officer for monitoring implementation of Ujwal Discoms Assurance Yojana (UDAY) in the State. During that period, visited various other Regulatory Commissions along with a team of officers.
On promotion as Financial Adviser in 2016, he continued to serve in Energy Department, GoK, during which time the State Government appointed him as Director (Finance) ED, GoK, and also as Director on the Board of Mangalore Electricity Supply Company Ltd. (MESCOM Ltd), and worked in that capacity till retirement in March 2019.

Shri Naresh Sardana assumed the charge as Member in the Haryana Electricity Regulatory Commission on 29.05.2019. He was administrated the oath by Hon’ble Chief Minister Shri Manohar Lal on 29.05.2019. Prior to this, Shri Naresh Sardana was working as Director Technical in Uttar Haryana Bijli Vitran Nigam and superannuated on 30.04.2018. He was re-appointed as Director Technical and continued up to 29.05.2019 Shri Sardana has served in various capacities in erstwhile HSEB/UHBVN for more than 34 years and has rich and varied experience in Generation, Transmission, Distribution, system operation and power purchase.

Shri Sardana did his graduation in Electrical Engineering in 1982 from Regional Engineering College (now NIT) Kurukshetra and did his MBA with specialization in Operations, Research and Material Management in 1984 from MD University Rohtak. He began his career with Haryana State Electricity Board and Joined on 1st July 1984. As Director Technical he was responsible for Techno-economic evaluation of projects, modernization of schemes, Optimization of distribution networks, regulatory, legal, and financial matters including implementation of reforms schemes of Government of India for development of power sector such as RAPDRP, RGGVY, IPDS, DDUGJY etc. He played a key role in the effective implementation of the Mhara Gaon Jugmug Gaon Scheme and UDAY (Ujjwal DISCOMS Assurance Yojna) due to which there was a turnaround of UHBVN in 2017-18, much ahead of the target date.

Distribution including the last mile connectivity to consumers and Regulatory aspects. He began his professional career in 1981 in NTPC and joined POWERGRID in 1991. Subsequently in Jan’19 he joined CERC as Member. While working at various projects
and Corporate Office of NTPC and POWERGRID, he was involved in conceptualization, planning, design, engineering, monitoring and implementation of projects of National importance. A champion of environment friendly development, Shri Jha ensured on-
schedule commissioning of transmission infrastructure and has now set a frenetic pace for grid development bringing efficiency into the sector.
He has spearheaded development of robust National grid in the country integrated with State-of-the-Art technologies as well as Green Energy Corridors for integration of renewables. With extensive experience in the transmission sector, Shri Jha played a
key role in the conceptualisation and implementation of National Grid, Cross-border interconnections with neighbouring countries, setting up long distance multi-terminal HVDC transmission system i.e, 800kV 6000MW Biswanath Chariyali- Agra HVDC
system, first of its kind in the world. Planning and commissioning of one of the largest high capacity HVDC bipole Champa-Kurushetra in early 2016, increasing the available transfer capability significantly between Northern & Western region as well as North East West (NEW) region grid and Southern Region enabling development of vibrant electricity market are some of his recent benchmark contributions to the Indian power sector. In addition, he played a key role in deployment of Smart grid Technology in
Indian power System including Synchrophasor measurement, Battery Energy Storage System, Advanced Metering Infrastructure, and other emerging technologies. Under his leadership, Varanasi Smart Grid project was implemented that was inaugurated by Hon’ble Prime Minister of India.
Project management in power transmission involves various challenges such as Right of Way (RoW) issues, getting timely environmental clearances, timely contract award, milestones monitoring and filing of petitions before the regulator. Shri I S Jha has
achieved unprecedented success in managing above challenges. Under his leadership, POWERGRID has acted as an enabler of power markets for providing affordable options to DISCOMs.
He is an active proponent of emerging technology & other cutting-edge initiatives and steered development of new technologies towards indigenisation as part of “Make in India” effort, like development of 1200 kV AC technology, highest transmission voltage in the world, through collaboration with Indian manufacturers, 765kV level transformer and reactor, 400kV Gas Insulated Switchgear(GIS), integrating FACTS technology like SVC, STATCOM, FSC+TCSC into the Indian power system to bring efficiency. He also
played a key role in deployment of VSC based HVDC Technology in India. He also led the team of Distribution management system for design & implementation of accorded projects to POWERGRID under APDRP scheme as well as Rural electrification works
under RGGVY scheme.
Shri Jha has been a driving force in conceptualizing integration of renewable generation in the grid by implementing Green energy Corridors covering comprehensive Intra & Inter State Transmission Schemes, dynamic reactive compensation in the form of State- of-the-Art STATCOM, establishment of Renewable Energy Management Centre (REMC), that would play a key role in achieving target of 175 GW of renewable generation towards clean development. He also steered implementation of 24x7 power
for all programmes in various States through implementation of distribution modernisation schemes, last mile connectivity etc. He involved in formulation of Standards, regulations on open access as well as policy advocacy for overall development of power sector. During the course of his professional journey, he has also been involved in formulation of key regulations related to Power sector such as Indian Electricity Grid code, Open Access in ISTS, Grant of Connectivity, Long-term Access and Medium-term Open Access in inter-State Transmission, Sharing of Inter State Transmission charges & losses etc.
Towards R&D, a number of initiatives were undertaken by him on new technology, which are first of its kind viz, 1200 KV UHVAC System, Wide area Monitoring System, Smart Grid, High Temperature Superconducting Cables, Process Bus Architecture Sub-
station Automation System, etc. which would go a long way in development of an efficient and economical power system in the country
He is known for his technological prowess and people-centric leadership. He is member of Governing Body of CPRI, Bangalore and President, International Council on Large Electric Systems (CIGRE) – India, member of apex Governing body i.e. Steering
Committee of CIGRE - Paris and other professional bodies. He has published/ presented numerous articles, more than 50 technical papers in the field of power system in various international and National Journal/Conferences. He has also Co-
authored two books namely, ‘Renewable Energy Technology’ and “Smart Grid Fundamental and Applications”. Shri Jha has also applied for patents for the technical innovations in the field of power system.
