Shri Jishnu Barua is a former IAS Officer, who had joined the Indian Administrative Service (IAS) in 1988 and allocated the Assam-Meghalaya cadre, his home cadre. In his service career in the State Government of Assam, Shri Barua had served in several capacities in the field such as Deputy Commissioner of districts (1994-1997), Managing Director, Assam Industrial Development Corporation (AIDC) in 1997-2001, Commissioner & Secretary, Personnel, Home & Political Departments (2007-2012), etc. He had also been on Central Deputation earlier from 2001-2006 and had during that period, served as Private Secretary to Union Minister of State for Commerce, Statistics and Programme Implementation etc., and later as Director (Police) in the Ministry of Home Affairs, Government of India.

He was on Central Deputation again from 2014 to 2017 and posted as Joint Secretary, Department of Personnel & Training (DOPT) in the Ministry of Personnel, Public Grievances & Pensions, Government of India looking after Vigilance, Training and Service matters.
Upon returning to Assam, Shri Barua was posted as Principal Secretary to Government of Assam, Power Department during which also served as Chairman of Distribution, Generation and Transmission Companies under the State Government. Thereafter, he took over as Additional Chief Secretary, Home & Revenue Department. Shri Barua was elevated to the post of Chief Secretary to the Government of Assam on 31st October, 2020. He also held additional charge as Chairman, Assam Power Distribution Company Ltd (APDCL). Shri Jishnu Barua superannuated from service as Chief Secretary on 31st August 2022 and was thereafter re-employed as Chairman, Assam Power Distribution Company. He joined as Chairperson CERC on 2nd March 2023.
Shri Barua had served in the Power Sector in Assam over two stints i.e. 2017-2018 and June 2021 till February 2023. He was Principal Secretary, Power and Chairman, APDCL in 2017-2018 when APDCL made history by recording collection efficiency in excess of 100% for the first time. In that year, against revenue demand of Rs.4759.45 Crore, Rs.4883.90 Crore was realized with collection efficiency of 102.61%. With better collection efficiency, AT&C losses for that year came down to 15.71% against UDAY target of 17.75% for the FY 2017-18.
During his second stint as Chairman, APDCL in FY 2021-22, the collection efficiency exceeded 100% for the second time in the Company’s history. In the FY 2021-22, Rs.6294.81 Crore was collected against demand of Rs.6083.55 Crore during the year with collection efficiency of 103.47% and AT&C losses been 16.95%. The improvement in revenue collection was possible due to special focus on revenue collection, proper indexing of consumers to appropriate distribution transformers, use of artificial intelligence for meter reading, aggressive monitoring through a dedicated WhatsApp group for revenue collection, continuous micro and detailed analysis of collection and billing data, installation of smart meters in urban areas, deploying revenue collection agents (also known as Easy Pay Agent) in remote areas etc.
A post-graduate in History from St. Stephen’s College, University of Delhi, Shri Barua had also attended the 46th Course on Strategic and Defence Studies at the National Defence College (NDC) in 2006. He was awarded an M Phil Degree by University of Madras for his thesis at NDC.

Dr. Anil Kumar Jain is former member of the Indian Administrative Service and is presently posted as Chairperson, Petroleum and Natural Gas Regulatory Board, an autonomous body under Ministry of Petroleum and Natural Gas. He has over three decades of administrative experience at the field and policy formulation levels, and has held senior positions in the Government in multiple sectors.

He has served as Secretary in the Coal Ministry where he led reforms in sustainable mining, commercial mining and market development. In his earlier stint in Ministry of Environment, Forest and Climate Change, Dr. Jain was involved in grant of environment clearance for projects and management of hazardous wastes including elimination of single-use plastic. He specializes in oil & gas sector wherein he has had a long stint in Petroleum Ministry, largely handling the upstream segment. He has authored a book ‘Natural Gas in India : Policy and Liberalisation’, published by OUP, Oxford in 2012. During 2012-17, as Head of the Energy Division of the National Institution for Transforming India (earlier the Planning Commission of India), he led several initiatives including integrated modeling tool, namely the ‘India Energy Security Scenarios, 2047 (IESS)’. He also led the team that drafted the National Energy Policy (2017-2040). Dr. Anil Jain holds a BA (Honours) in Economics, an MBA, and a Diploma from the Indian Institute of Foreign Trade. Dr. Jain has done his Ph.D. on the topic, “Exploring the role of natural gas in India’s energy mix in 2030”.

Mrs. Kaur is a recipient of many Awards/ Medals during her academic and professional career including President of India’s Census Silver Medal and ISAW Women Achievers Award at ITB Berlin. She has done M.A. in Economics from Punjab University Chandigarh and M.Sc. in Public Economic Management from University of Birmingham, UK. She was also a Hubert Humphrey Fellow at Cornell University USA and thereafter worked with the International Food Policy Research Institute (IFPRI) at Washington DC as a Collaborator.

Shri Anil Kumar Lahoti, Chairman, Telecom Regulatory Authority of India (TRAI) is an officer of the Indian Railway Service of Engineers from the 1984 batch. He had superannuated as Chairman & CEO, Railway Board on 31st August 2023 after a career spanning about 37 years Indian Railway. He is a graduate in Civil Engineering from Madhav Institute of Technology and Science, Gwalior, with gold medal and has master’s degree in engineering (Structures) from IIT Roorkee. He has worked in various positions in the Central, Northern, North Central, Western, and West Central Railway, as well as in the Railway Board.

Besides Chairman & CEO, Railway Board, some of the important positions held by Shri Anil Kumar Lahoti include Member Infrastructure, Railway Board, General Manager of Central Railway and Western Railway, Divisional Railway Manager, Lucknow, Northern Railway, Chief Administrative Officer (Construction), Northern Railway and Executive Director, Railway Board. Post his retirement, Ministry of Railway had appointed him to a One-Man Expert Committee for improvement in inspection and maintenance of track. In December 2023, Gati Shakti Vishvavidyalaya, Vadodara, a Central University appointed him as a Distinguished Visiting Professor.
His expertise includes railway operations, track maintenance, project execution and station redevelopment. During his illustrious career, Shri Lahoti initiated several reforms in execution of infrastructure projects and took several initiatives to modernize and mechanize track maintenance on Indian Railways. During his stints as CRB & CEO, GM and DRM, he brought about significant improvement in freight transport performance and took several customer friendly initiatives to improve the quality of service and ease the customer interface. He has also extensively contributed to planning and structuring of station redevelopment projects in various positions served by him.
Shri Lahoti has travelled to various countries in Europe, North America, Asia, and Australia in connection with official assignments. He has undertaken executive training programmes at Carnegie Mellon University, Pittsburgh, USA, SDA Bocconi Business School, Milan, Italy and Indian School of Business, Hyderabad.
He was born to Freedom Fighter Late Shri Ratan Lal Lahoti and Late Smt. Kanchan Devi Lahoti at Guna, M.P. and is the younger brother of former Chief Justice of India Late Justice R.C.

Shri Rahate has worked at the level of programme implementation and development/ welfare administration at the Sub District/ District level as well as at the level of scheme conceptualization, formulation and monitoring at the State Government/ Government of India level and, thereafter, worked at the policy formulation level in the Ministries of Agriculture/ Power/ Justice, Government of India. He has good experience of infrastructure departments as well as corporate functioning of various PSUs like DVC, Power Grid, NHPC, REC, PFC, National Seeds Corporation, Coconut Development Board where he was a member of the Board of Director. As far as regulatory issues are concerned, he has closely seen the functioning of SERC, CERC and APTEL for various regulatory related issues and appeals of DISCOMs/ GENCOs/ TRANSCOs/ SERCs.

In his stint as Additional Chief Secretary, Housing, He led the largest Affordable Housing Scheme in Maharashtra – Housing for all. More than 14.16 Lakh affordable houses across 390 cities were sanctioned. He also designed transparent Public Private Partnership (PPP) policy for development of affordable housing on Private Land. More than 2.5 Lakh houses sanctioned under the PPP policy.
Under his leadership, Maharashtra was among the first states to notify rules, regulations and establish Maharashtra Real Estate Regulatory Authority also known as MahaRERA.
In Women and Child, He introduced several pioneering initiatives including Bal Aadhaar (where all children at Anganwadis are registered under Aadhaar by WCD), Gender Budgeting, online transfer of honorarium to Anganwadi Workers, Majhi Kanya Bhagyashree (to reduce female feticide / infanticide), Eggs and Bananas at Anganwadis and so on.
He was also responsible for establishment of two IIITs at Pune & Nagpur, two NLU at Mumbai & Nagpur and Technological University (BATU). He also introduced Private Universities in the state, issuing clear guidelines for establishing Pus and thereafter enacting the first Private University Act.
He was integral part of the transformation and progress driven by the Government of Maharashtra, effectively transforming lives and delivering results against all odds.

Mr. Wilson's distinguished professional journey began with his tenure as Standing Counsel for the Kerala State Electricity Board (KSEB) from 2007 to 2011, where he provided crucial legal guidance and representation. Concurrently, he served as the Government Pleader for the Motor Accident Claims Tribunal for five years starting in 2007, where he adjudicated complex motor accident claims.
In the years following, from 2016 to 2017, he was appointed as Additional Government Pleader and Public Prosecutor, representing the government in a range of legal and prosecutorial matters. His expertise was further demonstrated through his role as a Member of the Legal Service Authority, where he contributed significantly to the improvement of legal aid services and access to justice.
From December 2, 2016, to November 26, 2020, Mr. Wilson served as the Private Secretary to the Minister for Electricity in Kerala. In this capacity, he provided high-level legal and administrative support, influencing key policy and regulatory frameworks within the electricity sector.
In his current role as Member (Law) at KSERC, Mr. Wilson oversees and contributes to regulatory decisions and policy developments within the electricity sector. His academic credentials include a BA and LLB, and his extensive professional experience spans various judicial and quasi-judicial forums, including Magistrate Courts and the High Court. His involvement extends to numerous legal forums and tribunals, including the Legal Service Authority and the Motor Accident Claims Tribunal. Additionally, he has been actively engaged in policy formulation, subordinate legislation, and legislative processes through his participation in government committees and assemblies. Proficient in Malayalam, English, Hindi, and Tamil, Mr. Wilson adeptly navigates and addresses complex legal issues in a diverse and dynamic environment.

Shri Mehul M. Gandhi initially joined the State Judiciary, Government of Gujarat as a Civil Judge and Judicial Magistrate, First Class, later on was selected as District and Sessions Judge (direct recruit) and held different senior level posts in the State Judiciary. During his tenure, he held posts of Deputy Law Secretary to the Government of Gujarat; Registrar, High Court of Gujarat; President of Labour and Industrial Courts; Secretary of Gujarat High Court Legal Services Committee and Special Judge of CBI Court (Sessions Court) at Ahmedabad. He retired as Principal District Judge (supertime scale) on 31st November 2020. On 01st December 2020, he joined the Gujarat Electricity Regulatory Commission, Gandhinagar as Member (Judicial) wherein he has also functioned as In-charge Chairman for some months.

Prior to his present assignment, he served as Electricity Ombudsman for Gujarat State, Legal Advisor to GERC and in Erstwhile Gujarat Electricity Board (GEB) i.e. GUVNL. Shri Pandey holds the Post-Graduate Degree in Electrical Engineering, Law, and Management. He has also done PGDM (Finance) & (HRD). He is well versed in Power Sector having more than 37 years of rich and varied work experience in all the facets of the Power Sector i.e. Regulatory, legal, finance, commerce and technical aspects pertaining to Generation, Transmission, System Operation, and Distribution.

Shri Gajendra Singh joined as Member, PNGRB on 9th August 2021. Prior to this he was Director (Marketing) at GAIL (India) Limited, India’s national and largest natural gas company. He had joined GAIL in 1986, after starting his career with ONGC, when the Indian gas sector was in its nascent stage. Since then, he has played an important role towards the development of gas market and infrastructure in India.

Mr. Singh has served in various leadership & strategic positions in entire gas value chain from exploration & production, operation & maintenance of pipelines and gas process plants, to gas sourcing & marketing in GAIL. As Director (Marketing), GAIL, he speared and strengthened GAIL’s natural gas, petrochemicals, CGD and liquid hydrocarbon businesses. He was also Member of Empowered Gas Pool Committee of Govt. of India for fertiliser sector and was instrumental in ensuring reliable gas supplies to support Govt’s initiative in improving agricultural produce. He has been the Chairman of Indraprastha Gas Limited (IGL), Maharashtra Natural Gas Limited (MNGL), Bengal Gas Company Limited (BGCL), and Director in Gail Gas Limited, which are major CGD companies in India. He was also the Chairman of Gail Global Singapore Pvt. Limited. (GGSPL), the international trading arm of GAIL.
Mr. Singh, under took the transition from a near monopolistic situation to making GAIL a preferred gas supplier by embracing a marketing approach and creating a multi asset-based portfolio. He has been successful in driving various initiatives to promote gas industry and has pioneered development of city gas projects in various cities which paved way for growth in India’s retail gas market, CNG and PNG.
Mr. Singh has credit to several first in India, and for GAIL, like having marketed the 1st spot LNG cargo to Indian customers, undertaking destination and time swaps for LNG cost and operation optimisation, international LNG marketing for Multi Million Tonnes per annum and initialisation and commencement of GAIL’s LNG shipping business. He has been a fervent supporter of equitable and fair play for gas companies, and in his stint as Director (Marketing), started for the first time in India, the online system for booking pipeline capacity under open access, which has been well appreciated by the industry for its transparency and ease of doing business.
He has represented Indian gas sector at National and International platforms and is well known for developing excellent relationships with policy makers to promote clean energy.
Gajendra Singh did his schooling from Mussoorie and is a Post Graduate in Electronics from Dehradun.

Shri Jayanti Prasad took charge as Whole Time Member, Insolvency and Bankruptcy Board of India on 5th July 2022. His important senior national assignments include Dy. C&AG (Human Resources and International Relations) and Dy. C&AG (Commercial). His other senior appointments include Addl. Dy. C&AG (Norther Region), Addl. Dy C&AG (Inspection), Director General (Headquarters) and Principal Director (Indirect Taxes) at the C&AG Office, New Delhi and Accountant General (Accounts and Entitlement-I), for the State of Uttar Pradesh. He also served as the Custodian under The Special Court (TORTS) Act, 1992 in the Department of Financial Services, Ministry of Finance, Government of India. He had been a member of Indian Audit and Accounts Service, Government of India, and the Institute of Public Auditors of India.
He had been a senior international civil servant with the United Nations for six years serving at diverse locations like Somalia, Kenya, Geneva, Angola, Iraq, and New York as the Chief Auditor of many UN programmes like (i) UNOSOM II, UNOG, UNAVEM III, Oil for food programme, UNCC, WHO and OPCW. He has been awarded by the United Nations in recognition of exemplary work as Chief Auditor for the Oil for Food Program.
He has been given numerous awards for academic excellence right from school to post-graduation. He has also been a Gold Medalist at Graduate and Post Graduate levels.

Shri Harish Dudani obtained Master of Science in Chemistry and Master of Laws degrees from University of Delhi. He joined Delhi Judicial Service in the year 1992 and was promoted to Delhi Higher Judicial Service. During the judicial service, he held various positions i.e. Metropolitan as Magistrate/ Civil Judge/ Special Railway Magistrate/ Judge, Labour Court/ Judge, Motor Accident Claims Tribunal/Additional District and Sessions Judge/ Special Judge (CBI)/ District Judge (Commercial Court)/ Principal Judge Family Court and adjudicated cases on various subjects of civil and criminal laws including Industrial Disputes Act, 1947, Intellectual Property Rights, The Arbitration and Conciliation Act, 1996, The Prevention of Corruption Act, 1988, The Commercial Courts Act, 2015 etc.

He also served as Officer on Special Duty in Delhi State Legal Services Authority. During his tenure, he organized first paperless Lok Adalat for bank matters simultaneously in all Court Complexes in Delhi and organized Lok Adalats for pending and pre-litigative cases pertaining to electricity matters of Distribution Companies of Delhi State, Financial Institutions, Motor Accident Claims, The Negotiable Instruments Act, 1881, Traffic Challans, Criminal Compoundable cases, Civil cases etc. He also organized inspection of Child Welfare Committees across Delhi and various Children Homes in association with National Commission for Protection of Child Rights. He initiated in the opening Legal Aid Clinics at Gandhi Bhawan, University of Delhi, Legal Literacy Program for School Children, the process for reaching out to population of Delhi through the existing network of Government of NCT of Delhi namely Gender Resource Centers, Samajik Sewa Kendra working under Mission Convergence. He conributed in organizing Seminars at National Level in association with National Legal Services Authority on the issues such as Rights of women, rights of parents and senior citizens, rights of specially-abled persons, right to education, rights of unorganized workers, rights of transgenders, putting in place Internship Program for law students, prepared Panel of Social Workers as Para-Legal Volunteers (PLVs) and curriculum for their training and also conducted their training on various subjects. Also organized bi-monthly training programs for Juvenile Welfare Officers of Delhi Police.
He worked as Mediator at different Mediation Centers of District Courts and also mediated cases assigned by the Hon’ble Supreme Court of India. In the field of mediation, since the year 2007, he has been nominated as Resource Person/Senior Trainer by Mediation and Conciliation Project Committee, Supreme Court of India (“MCPC”) in several Mediation Training Programs, Referral Judges Sensitization Programs, Training the Trainers Programs and Advanced Training the Trainers Programs in various parts of the country. In the year 2008, on being nominated by MCPC, attended Training the Trainers Program conducted by Centre for Effective Dispute Resolution, UK in association with International Centre for Alternative Dispute Resolution, New Delhi. On being nominated by MCPC, attended Advanced Mediation Training Program, conducted by Weinstein International Foundation in collaboration with the Straus Institute of Dispute Resolution and Edwards Mediation Academy, USA and also the 5th Asian Mediation Association Conference at Jakarta, Indonesia in 2018 and also learnt new techniques in imparting Mediation Training and the said techniques were shared as Resource Person with trainers from different states in the Intensive Training Programs conducted for trainers by MCPC from time to time at various places in India.
He was also empaneled as Arbitrator by Delhi International Arbitration Centre, High Court of Delhi and India International Arbitration Centre, New Delhi.
